17.1 INLEIDING
- vanaf jaren ’90: trend naar een moderner en meer geïntegreerd beleid
inzake wonen
- DRO 1999: beperkt en versnipperd instrumentarium
o enorme wachtlijst voor sociale huurwoningen
o nood aan verwerking van huisvesting in ruimtelijke ordening
o nieuw alleenstaand decreet omtrent wonen → decreet Grond- en
Pandenbeleid (2009)
- doelstellingen v/h DGP:
o activering van onbebouwde gronden en leegstaande panden
o ruimtelijk bevorderen van sociale cohesie
o rechtvaardige verdeling v/d gevolgen van bestemmingsvoorschriften
over overheid, eigenaars en gebruikers
- het DGP is opgedeeld in 7 boeken:
o 1. inleidende bepalingen
o 2. monitoringsinstrumenten voor een geobjectiveerd grond- en
pandenbeleid
o 3. activering van gronden en panden
o 4. maatregelen betreffende betaalbaar wonen
o 5. wonen in eigen streek
o 6. kapitaalschade ten gevolge van aspecten v/h grondbeleid
o 7. slotbepalingen
