I’m from the North End of Toledo, Ohio – born and raised. Growing up, my four-mile
radius was safe, and I could play until after the streetlights came on. “Out Stickney” what
everyone called my neighborhood was my “village”, I literally had a grandmother, uncle or aunt
on every street. Over time, my “village” started diminishing, my elders were dying. In lieu of all
the open housing, renters started moving in; then came the gangs and the drug houses. It was no
longer safe “Out Stickney”. As an adult, I visit my old neighborhood. It looks nothing like it
used to; run down and neglected. ShotSpotters are posted in a four-mile section of the North End
and if you know what’s good for you, you’re in your home after dark. Shootings can happen
anywhere; unfortunately, many happen in Toledo's North End [ CITATION Sho19 \l 1033 ].
Toledo’s neighborhoods need to be safer. To make them safer, Toledo’s police department needs
several things: more police officers and better information about when and where gun violence is
happening [CITATION The191 \l 1033 ].
In the last couple of years, homicide rates have been high in Toledo. In 2020, there was a
61% increase in homicides with 50 of them being homicides by gunshot, breaking the record of
60 set back in 1980 [ CITATION Per20 \l 1033 ]; nationally, homicide rates jumped by 30%
[ CITATION Pag21 \l 1033 ]. Currently, Toledo has had 6 homicides this year [ CITATION

, According to Lt. Kevan Toney, the Toledo Police “has seen declines in crime in Toledo, but one
thing that continues to be a problem in Toledo, and really nationwide, is gun violence"
[CITATION Sho19 \l 1033 ].
Homicide rates in Toledo, Ohio from 2018 to 2021
As of June 25, 2019, the Toledo Police Department began using new technology, called
ShotSpotter, to detect and locate gunshots within a four-mile section of North Toledo. During the
first week of use, officers responded to 14 shooting incidents, of which 11 would have otherwise
gone undetected if not for ShotSpotter [ CITATION Cit19 \l 1033 ]. In addition to increasing the
detection of gunfire incidents, the technology has already shown to improve response times and
assist officers in locating evidence at shooting scenes. In September 2018, TPD received a grant
award of $492,553 from the Department of Justice, Bureau of Justice Assistance, Technology
Innovation for Public Safety. The grant will fund ShotSpotter for one year and a crime analyst for

Installed in a four-mile section of North Toledo, the City Council approved a second year
of ShotSpotter for Toledo Police [ CITATION NBC20 \l 1033 ]. According to Lt. Kellie
