Crime and The City 1Inleiding
Cursusbeschrijving
Het is een verplicht vak geworden omdat het voor criminologen bijzonder belangrijk is geworden om
op deze wijze naar criminaliteit te kijken.
Het thema is fear of crime. Wat wij fear of crime noemen, heeft dikwijls niets te maken met crime. Deze cursus
zal inspelen op de nieuwe trend over hoe men denkt over fear of crime. Het is belangrijk dat fear of crime
bekeken wordt, ook strategisch. In deze cursus wordt fear of crime gekoppeld aan de stad.
o In hoeverre brengt de stad angsten met zich mee?
o Gaat die stad zich ook vormgeven op basis van die angsten door bv. een bepaalde manier van bouwen,
urbanisatiemaatregelen, plaatsen van hekken…?
Een eerste punt: je hebt de stad als structuur en je hebt ook allerlei ideeën over de stad. Je hebt structuur en
cultuur die in een dynamische relatie tot elkaar staan. Door een bepaalde manier van bouwen, ga je en cultuur
genereren. Mensen worden gemaakt door de stad, maar maken ook die stad zelf, in een dynamische
wisselwerking. We hoeven niet in steden te wonen om daardoor beïnvloed te worden, het geldt ook voor
toeristen. Het geeft ons een heel interessante manier van werken. De criminaliteit die in een stad zou zijn, geeft
de stad vorm en beïnvloed ons leven ook. Dat geldt ook voor de angst voor de criminaliteit. Algemeen zien we
die wisselwerking structuur/cultuur. Het gaat niet alleen maar over criminaliteit volgens regelgeving, maar ook
over wat wij afwijkend vinden, ook conflicten zien we als criminologisch interessant thema.
Een tweede punt: the right to the city. De publieke ruimtes die zo’n stad heeft, mogen door alle mensen gebruikt
worden. Iedereen heeft daar recht op. Dat is een visie die niet gehanteerd werd in steden, tot recent. Het waren
planners die de ruimte inrichtten, zonder rekening te houden met de bewoners.
o Bv. in Antwerpen moesten de wegen heraangelegd worden, er werd een plan opgesteld, maar het waren
de burgers die in opstand kwamen en die vonden dat de plannen niet goed waren. Uiteindelijk is er dan
ook een compromis gekomen.
o Bv. In Brussel heb je ook een grote voetgangerszone, die er gekomen is door de bewoners die dat graag
wilden, ze eisten meer ruimtes zonder auto’s (Picknick-the-streets). Ze zijn erin geslaagd door een
samenloop van omstandigheden. Vroeger dacht men niet over de steden dat de bewoners iets te
beslissen hadden. Men hield vooral rekening met mensen die er werkten en ook met de toeristen.
o Bv. Barcelona, Venetië, Amsterdam: er zijn daar zo veel toeristen aanwezig dat de bewoners zich daar
niet meer thuis voelen.
Er is aandacht gekomen voor steden. Hoe komt het dat dit ontstaat? Omdat steden 85% zullen uitmaken van de
wereld tegen 2060. Dat is gigantisch veel. In Azië zijn er geweldig grote steden. Deze beweging is voorspeld,
maar niet te stoppen. Dat is ook waarom deze cursus zo belangrijk is geworden.
Fear of crime is slecht bestudeerd in het verleden. Het is misschien gewoon fear, maar niet fear of crime.

o Film of filmonderdeel (recommended films) – er hoeft niets over geschreven worden.

De fear of crime is misschien veel complexer dan we dachten en bestaat uit verschillende componenten.

Aan de VUB is men zeer Europees gericht, daarom gaat het deze sessie verder dan Europa en meer richting
Zuid-Amerika. Ook voor deze sessie komt er een gastspreker over films en geweld bij politie.
