Housing Under Lenin:

Housing Under Stalin:
Was Effective Wasn’t Effective
Under Stalin, housing became a problem,
urban population trebled between 1929
and 1940, as peasants escaped collective
farms for jobs in the cities. Therefore,
demand for housing increased.
Kommunalka – conditions were very poor
Factory towns – conditions even worse
than kommunalka. Furthermore, housing
plans were abandoned.
Housing wasn’t priority of 4th 5-year plan
Industrialisation always trumped housing,
his policies did little to solve problems that
were made worse by WWII.
