HR planning:

Human resource planning is the continuous process of systematic planning ahead to achieve the
organisations most use of their most valuable assets being their staff, HRP ensures the best fit
between employees and jobs while avoiding manpower shortages or surpluses. There are four main
steps to the HRP process one of them being analysing present labour supply, second forecasting
labour demand, thirdly balancing projected labour demand with supply and lastly supporting the
organisations goals. The HRP is an important aspect of organisations and businesses as it allows
companies to remain both productive and profitable. The HRP allows organisations to plan so they
can maintain a steady supply of skilled employees, the process is used to help companies, like the
college, to evaluate their needs and to plan to meet those needs.

The HRP is very important, as it allows organisations to execute their jobs effectively through
efficient utilization also the HRP makes sure that the organisation is motivated and has some sort of
stability and growth through better industrial relations which lead to higher productivity. The
productivity is enhanced by minimizing wastage of time, money and efforts all due to HRP.


Effect of the HR:

Internal influences

 An internal factor that has an influence on the HRP is level of growth, this influences the rate
of current and project growth. Organisations that are experiencing aggressive growth and
rapid expansion may require its human resources department to focus on recruitment and
staffing therefore if an organisation like Waltham forest college experience this internal
factor, their HR may be having to recruit many more staff with the required skills to meet
their purpose.
 Another internal factor is the use of HR departments and organisations management to use
technology to aid in certain key HR functions for example companies that make greater use
of tools such as online or the software programmes, therefore the HR may have to make
changes according to the use of technology by recruiting specialised staff that have the
knowledge and abilities to use these programmes.

External influences

 An external factor that has an influence on the HRP is the available labour pool, as the main
function of HR departments is to maintain adequate staffing levels through workforce
planning this external factor influences the ability to recruit qualified candidates which differ
according to the availability of applicants and the unemployability rates. Therefore, it is
important for the college to plan accordingly and make sure that they are always prepared
and have backup staff with the requirement to fill the positions.
 Another external factor that has an influence on the HRP is the government regulations,
these regulations can influence how an organisation proceeds with recruitment, training,
compensation and even disciplining the workers therefore organisations such as Waltham
forest college must plan accordingly to ensure that the employees, they require are aware of
this.

, Internal factors impacting the HR requirements of the college.

 Organisational needs: the organisational needs consist of making sure that organisations
such as Waltham forest college have the right staff for the right tasks, as organisations
constantly are changing, and their human resources need to be able to adapt to meet these
changes. For example, the demand for a specific course will affect how many employees are
needed to teach that subject to a certain amount of people. Waltham forest college has
made it clear that they are in the need of expanding and increasing the number of
employees as they have been advertising several vacancies.

This factor is very important for the HRP as the organisational needs when it comes to the demand
for services may increase for example the government policies change and as a result of the
organisation may be required to recruit more staff with specific requirements and roles to hold this
may differ depending on the location of the organisation for example if the organisation is in rural
area, they may be required to provide with transport services. Another factor is the changing nature
of work for example some staff may only be able to do part-time whereas others full-time for a
temporary or a permanent placement this will affect the HRP planning because they could encounter
a shortage or a surplus for the number of staff they may have. Lastly meeting the aims and
objectives of the organisation may influence the HRP as the objectives of an organisation such as
Waltham forest college may at any point change therefore the HRP must be prepared to recruit or
provide additional training in order to build upon meeting these aims as part of the organisational
needs of Waltham forest college.




 New markets: businesses and organisations look for different ways to expand one way is by
considering new markets, this would include targeting different groups of people. Waltham
forest college would therefore try to target younger people to take the courses, which may
result in the college needing additional staff. New markets may need different types of
employees with specific qualities such as knowing another language if they will be teaching
that language, this has an impact on the HR planning as they would have to look for the
correct workforce and required skills.

one of the internal decisions that could affect the HRP is a demand for different services, the
government may make some changes in the policies therefore the HR is required to make their
decisions on targeting different groups of people whilst complying with the government policies, this
also applies to the location of the organisation. Secondly the changing nature of work may also have
an effect of the HRP and is important as the HR oversees the shortages within the business such as a
need for full-time working employees. Thirdly, meeting the aims and objectives of college is very
important when it comes to the HRP and new markets as the HR oversees recruiting the right groups
