Actua les 3 (26/02)Gastcollege Annelies Verlinden
Mevrouw Verlinden is tijdens het gastcollege heel diplomatisch tewerk gegaan, maar toch
is er nieuws uit het gastcollege gekomen. Dit geeft aan hoe gevoelig de nieuwe
staatshervorming ligt. Mevrouw Verlinden haar voorkeur ligt bij het 2 + 2 model waarbij
Brussel ondergeschikt wordt.
2 tegengestelde visies voor de staatshervorming
- 2 + 2 = Vlaanderen en Wallonië + Brussel en Duitstalige gemeenschap
(ondergeschikten)
- 4 = allemaal op hetzelfde niveau (Brussel met eigen persoonsbevoegdheden)
Brussel is altijd al een lastig deel geweest. Vanaf de eerste staatshervorming in 1970 wordt
er gediscussieerd over het feit of Brussel een volwaardig gewest moet worden of niet.
Moet Brussel een gewest worden dat uitgebreid wordt met de 6 extra faciliteitgemeenten?
Nu bestaat Brussel uit 19 gemeenten en in 1970 was er al een discussie of dat Brussel
beperkt moet blijven tot die 19 gemeenten of dat de 6 extra gemeenten erbij moeten.
Brussel bleef in het verleden vaak onbeslist, ze staken het in de koelkast tot als in 1988 het
Brusselse Gewest werd opgericht.
Aan Vlaamse zijde ging men altijd uit van een federalisme met 2 (Franstalig en
Nederlandstalig België). Langs Franstalige kant ging men altijd uit van een federalisme met
3 (de 3 gewesten: Wallonië, Brussel en Vlaanderen). Brussel moest een région à part entière
worden. De Nederlandstalige kant is hier altijd wat bang voor geweest omdat ze vreesden
voor een 2 tegen 1 situatie. Hierdoor is Vlaanderen ook tegen de visie van 4.
In 1970 zei men dat Brussel geen eigen identiteit had. Je ziet doorheen de jaren wel een
Brusselse identiteit ontstaan. Er ontstaat dus druk om Brussel een volwaardig statuut als
gemeenschap te geven.
