§ 3.1 introductie
Privatisering = de overheid draagt taken over aan het particuliere bedrijfsleven
Voordelen:
Overheidsuitgaven dalen
Overheidsfinanciën beter beheersbaar
Opbrengst kunnen ze gebruiken voor het aflossen van de staatsschuld
§ 3.2 wat doet de overheid?
Collectieve sector = bestaat uit de overheid en sociale fondsen
Particuliere sector produceren goederen en diensten uit commercieel belang, sommige
goederen kunnen niet door deze sector geleverd worden. Omdat: ze zijn niet splitsbaar, niet
individueel te leveren dus voor iedereen toegankelijk. Dit word van belastinggeld betaald
door de collectieve sector (= collectieve goederen)
Quasi - collectieve goederen = de goederen zijn splitsbaar en individueel te leveren maar
worden toch door de overheid geleverd
Individuele goederen = de goederen zijn splitsbaar en individueel te leveren worden door de
particuliere bedrijven geleverd
Het gevangen dilemma = een evenwichtsuitkomst met een oplossing die niet gunstig is
voor beide
dominante strategie = voordeligste strategie die iemand anders kiest onafhankelijk van wat
die anders kiest (wanneer dit niet de beste oplossing is heet die
suboptimaal)
Nash - evenwicht = een situatie waarbij het voor geen enkele speler voordelig is daarvan af
te wijken, als de andere speler(s) dat niet ook doet.
De overheid bemoeit zich met de productie van individuele goederen. Omdat er dan
negatieve externe goederen ontstaan (zijn bv milieuvervuilend of slecht voor de gezondheid)
de overheid ontmoedigt dit gebruik door wetgeving, accijns/subsidies, btw. Positieve
externe goederen geven opbrengst vd verkoper maar ook voor de samenleving.
