How can the state of Georgia provide access to safe housing for low-income families throughout

the state?

Background

The state of Georgia has been suffering from limited access to safe housing for those in low-

income families for some time. Across Georgia, there is a shortage of rental homes affordable

and available to low-income households whose incomes are below the poverty guideline. Many

of these households are severely cost burdened, spending more than half of their income on

housing. It has been found that severely costs burdened households are more likely than other

renters to sacrifice other necessities, such as healthy food and health care, to pay rent. This then

leads to unstable housing situations like eviction leading to homelessness (Coalition, 2021)

According to a 2019 report by the U.S. Department of Housing and Urban Development

(HUD), Georgia was ranked 12th in the United States for homelessness. In fact, it was found there

was an estimated 10,443 experiencing homelessness on any given day (Morey, 2019). It is

important to note that access to safe, quality, affordable housing represents one of the most

influential social determinants of health. For individuals and families trapped in a cycle of

housing instability, this determinant can almost completely dictate their ability to achieve and

maintain a healthful state. Several studies demonstrate that linking health care management to

supportive housing leads to improved health outcomes (Wilensky and Teitelbaum, 2020).

Common findings in low-income or substandard housing units include the presence of rodents,

mold, peeling lead paint, exposed wires, and insufficient heat. These conditions can cause or

, exacerbate asthma, skin rashes, lead poisoning, fires, and common illnesses. However, none of

these housing problems can be cured by a clinical encounter. While they may be treated

medically, the causes require changes in

policy and enforcement of existing laws (Wilensky and Teitelbaum, 2020). The Department of

Community Affairs of Georgia, the state's housing agency, has a goal to provide every Georgia

citizen the opportunity to have access to safe and affordable housing, no matter their income

(Georgia DCA, 2020). Since the COVID-19 pandemic began in 2020, 4.1 million Georgians

have filed for unemployment benefits. This means that 4.1 million individuals have lost their

source of income and are struggling financially. As mentioned, housing quality is one of the

social determinants of health and it requires increased attention, as most states issued stay at

home orders as part of their response to COVID-19. With the unprecedented times of the

pandemic, certain policies were put into place, for example the Center for Disease Control

(CDC) Eviction Moratorium. The CDC issued this order stopping evictions based on non-

payment of rent and it has been extended until June 30th, 2021. This means that no one should

be evicted solely for nonpayment of rent until that date. While the Eviction Moratorium is in

effect, the Georgia Department of Community Affairs (DCA) is unable to expand available

rental assistance funding by regulation (Georgia DCA). When the moratorium is lifted, the DCA

will expand available funds through the state of Georgia rental assistance program.
