Introduction
Mental health is defined as “a state of well-being whereby individuals recognize their
abilities, can cope with the normal stresses of life, work productively and fruitfully, and make
a contribution to their communities” (Abc of Adolescence: Common Mental Health Problems,
2005). This may not apply to adolescents, because they go through so many changes in this
stage of their lives, that is why having access to mental health resources will be beneficial for
them. This paper will be discussing the health-related bill H.R. 721, which is the Mental
Health Services Act for Students 2021, proposed and created by Representative Grace
Napolitano, its legislative intent, the target populations who will benefit from the bill the
most, and wherein the process the bill is in currently. This paper will also include an
advocacy testimony as to why this bill should be passed and be made into law.
