(B1) Health Inequity/Disparity
As the Covid-19 pandemic spreads throughout Harris County, evidence shows that racial and
ethnic minorities and socioeconomically disadvantaged groups are carrying an excessive burden
of illness and death. Possible explanations include societal factors that result in barriers to
promptly receiving care. Black, Hispanic, and Asian people have considerable higher rates of

receiving care later from the start of their illness with Covid-19. Immigrants are likely to avoid
, seeking health care due to the fear of being deported. Neighborhoods with greater proportions of
racial minorities were the hardest hit by the pandemic. Community health workers have been
working to identify and address social needs. They have connected individuals with housing, and
resources to rent assistance. They have also helped provide resources to food pantries and get
enrolled in the Supplemental Nutrition Assistance Program (SNAP). The state health department
then used CDC social vulnerability index to identify communities at risk. With efforts to increase
access to testing, provide more personal protective equipment, and increased outreach to
communities of color, the state government has been able to reduce disparities in Covid-19 and
death (Tipirneni, 2021).
(B1a) Primary community and Prevention Resources
Getting vaccinated, social distancing, wearing a mask, and frequent handwashing reduces the
spread of Covid-19. There are multiple testing sites in the community to screen individuals for
Covid-19. For questions or concerns about Covid-19, individuals can reach out to the Houston
health department and Texas Health and Human Services. Health care systems should screen
individuals for social needs like housing, food, legal assistance and connecting them with
existing community resources to address these needs. Epidemic control currently relies on
individual and collective barrier measures, including case and contact tracing, testing, and
isolation. Adequate interventions, even if socially and economically costly, should be introduced
at the early stage of disease incidence prevention. Public health officials and all health
professionals bear key responsibility to prompt without delay governments to this difficult
decision (Saracci, 2020).
