Abstract
The U.S. is one of the richest nations in the world with the largest number of uninsured citizens.
Many Americans did not carry health insurance prior to 2010 due to the high cost of coverage
and the limitations of coverages. With the enactment of the ACA in 2010, many Americans were
able to gain access to affordable health insurance coverage. With increased access to health
insurance, comes better access to health care services without discrimination of preexisting
health conditions, age, income, or race. Even though Americans have better access to health
insurance coverage and health care services, many Americans will have to appeal the insurance
company’s decision. The appeals process is done through internal and external reviews. The
ACA has benefited many Americans and will remain in news headlines for years to come.
Affordable Care Act and the Implications on Health Care
The health care delivery system in the U.S. has undergone a lot of changes over the last
decade. Most of these changes were initiated with the enactment of the Patient Protection and
Affordable Care Act (PPACA) now known as the Affordable Care Act (ACA). The ACA was
enacted on March 23, 2010 by President Barak Obama and was structured to provide millions of
Americans with health insurance while bending the cost curve down (Hirsch, Rosenkrantz,
Allen, Nicola, Klucznik, & Manchikanti, 2017). However, the ACA also foisted new taxes; led
to the development of new, independent agencies with amplified power in shaping health care
policy and regulations; and advanced the implementation of accountable care (Hirsch et al.,
2017). The main purpose of the ACA is to prevent discrimination of health care coverage to
Americans since there are no restrictions. Scripturally this is supported in Matthew 10:8.
, Matthew 10:8 states, “Heal the sick, cleanse the lepers, raise the dead, cast out devils; freely ye
have received, freely give” (KJV, 2014). The purpose of this paper will address the ACA,
implications on the health care industry, implications for appeal of the ACA, and current
developments of the ACA.
Purpose of the ACA
The main purpose of the ACA was to promote federal health reform across the U.S. to
extend health insurance coverage; increase consumer protection; promote prevention and
wellness; improve quality and system performance; expand the health workforce; and curb rising
health care costs (National Conference of State Legislatures, 2011). Another purpose of the ACA
is to promote the expansion of public health to provide an opportunity to Americans to
understand the public health sector. According to Montes & Webb (2015), the ACA specifically
recognizes the essential services of public health through the prevention and promotion of health
prevention services. Health insurance coverage under the ACA is extended to more Americans
and allowed many to gain coverage despite preexisting conditions. According to Anderson
(2021), under the ACA all policies are guaranteed issue despite a person’s health status, age, or
income status. Prior to 2014, many Americans were not guaranteed health insurance coverage
and were deemed ineligible for coverage due to their health status of preexisting conditions. The
main purpose of the ACA was to place coverage standards on health insurance coverage.
According to Anderson (2020), such standards were put into place to keep health insurance
companies from discriminating against health insurance applicants by charging them higher
premiums based on an individual’s preexisting medical conditions or their gender. To further
promote health care coverage to Americans, the ACA made preventative services. Anderson
(2021) explains that preventative services are free colonoscopies; free routine cholesterol and
free screening for gestational diabetes; free pap smears and HPV testing; free screenings for HIV,
