Strategy implementation is the approach in which an organization takes to utilize,

develop and integrate organization’s control system, structure and culture to follow strategies

that lead the organization to better performance and competitive advantage (Schoonveld, 2015).

Analysis of the Implementation Phases of the 340B Drug Pricing Program

I. The Scope of the Work

The scope of work in implementation of a strategy looks at the “who, what, where, when,

and how,” the policy or strategy should be implemented in order for it to be feasible and

successful (McLaughlin & McLaughlin, 2014). The 340B Drug Pricing Program (340B

program) also applied the first step in strategy implementation which is the scope of work to be

done. The 340b program established the ‘who’ of the strategy as the hospitals and other health

care providers who will be allowed to take part in the program. The 340B statute specifies that

health providers that are eligible for the 340B program must be registered by the Health

Resources and Services Administration (HRSA) or be receiving certain federal grants from the
