Case Study 1: Stuxnet and the U.S. Incident Response
CIS 359: Disaster Recovery Management
US-CERT Roles
US CERT’s role in protecting the nation’s industrial systems analyze its efforts in
relation to preparedness and incident and recovery management by taking part in regional,
national, and international level exercises, dynamic and static analysis is supplied by behavioral
techniques, supply government agencies with recovery support plus malware analytics, help
recursive analysis on artifacts through forensic investigations, runs the collection program and
malicious code submission and collection, helps with federal law enforcement investigations,
and cooperates international and domestic computer security incident response teams. US-CERT
means United States Computer Emergency Team. US-CERT is a team within the Department of
Homeland security charged with protecting the nation's Internet infrastructure by coordinating
defense against and response from cyber-attacks. US-CERT states, "Natural disasters like the
recent hurricanes in the southern US and the Caribbean can bring out the best in people,
prompting them to whatever they can to serve communities in need. However, these same
disasters also provide a breeding ground for scammers. It pays to mitigate you and your
customers' cyber risks, and the United States Computer Emergency Readiness Team (US-CERT)
offers some tips for guarding against phishing scams and malware campaigns." (US-CERT, 1, p.
1). The author explains how US-CERT comes to the rescue in times of a natural disaster, but
these are the times that scammers, hackers, and cybercriminals like to take advantage of. During
these times, these cybercriminals can enter the system with no problems when there is no one to
stop them. This is where US-CERT comes in, they weather the storm with their policies and
, procedures to prevent cybercriminals from stealing important information, money, or planting
malware, spyware, and viruses.
ICS CERT & Stuxnet
ICS CERT means Industrial Control Systems Cyber Emergency Response Team and their
job is to provide security for the control system, perform analysis, help with an incident response
while running forensic analysis, and to promote technological preparedness and awareness. ICS
CERT eliminates assaults and attacks on a system. Hoske states, “ICS CERT helps mitigate cyber
risk in control systems and embedded systems including vendor testing, onsite assessments, and
training. Gray said the organization provides a mechanism for organizations to share knowledge
about cybersecurity risk without being identified and provides recommendations and training
based on that knowledge.” (Hoske, 2, p. DE 2). The authors explain how ICS CERT provides
mitigation for cyber control and embedded systems. They are remarkably like US-CERT, but
they are also different. The author of “When Stuxnet Hit the Homeland: Government Response
to the Rescue,” explained how ICS CERT and their community have always protected
infrastructure assets from those who would abuse them. Stuxnet was a tool that was used and
created for the sole purpose of war with Iran. But the object is to learn from your enemies. ICS
CERT had procedures and strategies to enlarge their organizational information. For example,
when the worm was found on engineering workstations analysis and research were done to see
who could be capable of creating the issue, ICS CERT sent out response teams to deal with the
issue onsite.
