sought to make his country the
military equal of the United States
and promote its political influence
around the world through the policy
of détente.

• In domestic affairs, as General
Secretary of the Communist Party,
Brezhnev ruled as first among his
equals on the Politburo, not as an
autocrat, and professed to want
economic development of his
country of 265 million people spread
over a sixth of the globe's land area.
• Both his policy and his health
faltered in these tasks in the last
years of his life. Detente, which had
seemed a necessity to many Western
leaders after Soviet tanks moved into
Czechoslovakia in 1968 to crush the
liberalisation of the ''Prague Spring,''
lost much of its appeal in the United
States after the Soviet invasion of
Afghanistan in 1979, and President
Carter imposed an embargo on grain
sales and other trade curbs.
