1.- Introducción al comercio internacional. El marco institucional.
El comercio internacional permite el desarrollo de las posibilidades de
producción y de consumo.
Este fenómeno ofrece tres consecuencias importantes:
-La interdependencia en el mercado de productos
-La interdependencia en el mercado de trabajo
-La interdependencia en el mercado de capitales
, El comercio internacional comprende al mundo
entero como campo de actuación y queda, por
tanto, bajo la esfera de intervención de
organismos internacionales, de carácter universal
o regional.
, La realidad jurídica referida al “comercio internacional” es distinta de la
noción de “comercio exterior”, que se predica siempre de un Estado
determinado o de una Organización internacional de integración económica.
Esta expresión se refiere a un conjunto de operaciones de importación y de
exportación, tanto de bienes como de servicios, que contemplan a dichos
entes como protagonistas y que están reguladas por el Derecho administrativo
o por el Derecho comunitario.
