Introduction

Deception has been a political and military tool for centuries. It comes in forms of

concealment, misdirection, as an activity designed to mislead and confuse. However, when it

comes to conflict, deception is much more, it is altering a perceived reality, and presenting

something false in order to achieve a goal. It is the process of altering reality, of changing one’s

opponent’s perception, that is military deception’s greatest hurdle, and finest achievement.

Deception Definition and Explanation

In Joseph Caddell’s article, “Deception 101 - Primer on Deception,” he splits his focus

and definitions mainly into two sides: political and military deception. Furthermore, to this

definition, he delves into his own theories on the shaping of perception through deception.

Deception is understood as measures or activities undertaken that are designed to mislead an

enemy, through the use of concealment, distortion, manipulation, or falsification of evidence.1

Its very nature is to hide what is true and show what is false, thus leaving the enemy with a

falsely perceived reality designed for their consumption and to their disadvantage.

The Theory of Deception

Caddell continues his definition of deception as he addresses two types of deception,

‘active’ and ‘passive’. Active is the process of providing an enemy with information regarding

your intentions and capabilities that do not exist or showing the false. Passive deception, on the

other hand, is intended to hide one’s true intentions, capabilities, and/or information from an
