Citizens of smaller towns love the sense of community, lack of chaos, fresh air, and life is
straightforward. Many people are moving into these more rural areas to escape the hassle of
living in the city and not having the room to expand. People want to enjoy the simple things in
life. However, people need the essentials in life without driving to another city to receive them.
Grocery stores that can provide sustainable food at a reasonable price are one of the essentials.
Gublo (2017) states, “A grocery store in a rural community is a key piece to community and
economic development” (pg.1, par. 2). Inadequate grocery stores are an issue that the residents
of Ferris, Texas, are facing. Ferris has a population of 3,312 residents and is 30 minutes south of
downtown Dallas. This location requires residents to travel roughly 25 minutes to purchase
groceries and household essentials from the neighboring cities of Waxahachie and Dallas. It cost
the residents time and money, money that the citizens can invest back into the town. The citizens
of Ferris propose to the city council that a larger supermarket be provided for the citizens to
purchase higher quality food, provide essential jobs, require less travel distance, and while
providing the community with the economic boost it needs to thrive.
Problem Statement
Ferris is not a large city. Only a few stores provide access to groceries and other
essentials needed. Currently, the town has a Dollar General Store, a few convenient stores, and a
, run-down Brookshire Brothers. Dollar General provides a few essentials and groceries but
nothing sustainable. Proctor (2015) states, "Rural grocery stores are an important piece of
infrastructure sustaining small communities across rural America” (pg. 12, par.4). The few
convenience stores offer snacks, and Brookshire Brothers are poorly stocked and high in price.
Many of the residents that reside in Ferris are retirees and live on a fixed budget. City-Data.com
(2019) reports that "14.4% of residents live in poverty” (Ferris, TX, par.1). The demographic of
Ferris is lower-income and lives on government assistance. Providing the residents with a local
supermarket will ensure the residents do not travel outside of the community and spend their
hard-earned money and time. Supplying the community with a supermarket will also result in the
community receiving an economic boost. The Environmental Protection Agency (2021) states,
“small town and rural communities throughout the United States are looking for ways to
strengthen their economies, provide a better quality of life, and build on local assets” (Smart
Growth, par. 1). A better quality of life is having access to healthier foods without having to
travel to purchase them. The EPA (2021) further states, “Planning where development should
and should not go can help a rural community encourage growth in town, where businesses can
thrive on a walkable main street and families can live close to their daily destinations” (Smart
Growth, par.2). These statements are why residents would like a big-chain supermarket.
In the past, many small “Mom and Pop” shops have come and gone due to the lack of viable
food items and high prices. Brookshire Brothers are the only grocery store in Ferris, and many
times they cannot keep the shelves stocked or pass health inspections. This is the result of the
lack of standards and procedures that a big-chain grocery store would provide. Proctor (2015)
states, “Many of the 60 million residents of rural America now face limited choice and low
quality on their retail food choices. Significantly, 2.3 million of these rural citizens live in food
deserts, defined as low-income rural areas that are more than 10 miles from a supermarket”
