• Ontstaan van wet jeugdbescherming : preventief kunnen ingrijpen in gezinnen
waar kinderen in een voor hen bedreigde situatie dreigen te raken

• Preventiegedachte spreidde zich uit over verschillende sectoren van sociale
werkveld

- Preventie voorkomt een probleem via een vooraf bepaalde en doordachte weg
- Niet reflexmatig handelen
- Een systematisch initiatief is vooraf doelbewust gepland
