Levels Of Government Evaluation
This report will explain and evaluate the different levels of responsibility
in the various levels of government in the UK.
European Parliament
One of the responsibilities that the European Parliament holds is to
draft legislation on matters that have an impact across all the EU states. An
example of this in effect would be the free movement of EU nationals. This
allows any EU citizen to look for a job in another EU country and be able to
work there without needing a permit. They are also allowed to live in that
country for that purpose without needing a visa and be able to get equal
treatment when compared to nationals in regards to employment, working
conditions and all other social and tax advantages. They are also allowed to
stay there in that country even when their employment has finished which
means that they can effectively just emigrate to different countries without
much hassle or many restrictions.(1) This is a good thing for EU citizens as it
enables them to work abroad without any problems of getting into the
country and residing there while you work. It could also be seen as a bad
thing however as the UK is a high income country meaning people aren’t
likely to want to go to another country as they will receive better pay where
they are as well as better opportunities. On top of this, foreign EU nationals
may take jobs from UK residents as they will likely get better job
opportunities in the UK when compared to their own country.
I would argue that there are two different perspectives you can look at
whether the European Parliament is fair in representing the interests of the
member states fairly from. The first is being able to say that the parliament
has 705 seats available which are representative of a country’s influence. A
country like the UK was arguably the third most influential member of the
EU, holding 73 seats until the 31 January 2020 due to Brexit. You could argue
this is the fairest method as countries that aren’t as powerful shouldn’t have
as much of a say in what happens. On the other hand, you could also say that
it is unfair due to the fact that some members will hardly get any say in what
goes on since they have hardly any seats in parliament and as such can easily
get outvoted by another country. Not all decisions made by the European

Parliament will benefit all EU citizens. It is impossible to please everyone in
life, and that statement is very much true in politics. It is likely that the most
influential countries in the EU will pass certain legislation that is favorable to
them or may leave other EU citizens in the dust. An example of this is that
every year the UK is expected to contribute billions of pounds to the EU. In
order to get this money the government will have to take it from UK
taxpayers, which in turn raises taxes.
The European Parliament can also have an impact on the public
services of the countries that are members of the EU. An example of this is if
required, members of the EU may have to ‘donate’ parts of their armies in
order to form a power that will take down an enemy force. This will mean that
countries may have to fight in wars that they don’t necessarily want to be a
part of. Wars are also extremely costly, which means that a country taking
part is not only likely to lose soldiers but also to take a hit in the form of an
economic depression. Public services such as the police can also be affected
by decisions that the European Parliament make as laws that they pass that
are to be put into effect across all member states will need to be enforced by
that country’s police force. This puts more pressure on the police in that
country as they have more things that they need to watch out for in order to
enforce the law effectively. Overall, I would argue that the responsibilities that
the European Parliament hold are appropriate to the position they hold, and
it would not make any sense for a different level of government to hold them.
This is because every other level of government that I have covered is based
in the UK, and as such, it would not make sense to have the UK being able to
make decisions that affect the whole of the European Union as this would
create a mass imbalance of power.
Central Government
One of the responsibilities of the Central Government is to sign
agreements or treaties with other nations. An example of this is the Treaty of
Versailles which was signed after World War One in 1918 with the aim of
placing sanctions on Germany in order to prevent them from starting
another World War. Clearly, this was unsuccessful due to the fact that World
War Two happened. The main three politicians that were present at the
making of the treaty were David Lloyd George who represented the English,
