Handelspolitiek
Het geheel van maatregelen die de overheid kan nemen om daarmee het proces van internationale
handel te beïnvloeden:
- Nederlandse handelspolitiek wordt voornamelijk bepaald door het gemeenschappelijke
handelsbeleid van de Europese Unie
Beperking volledig vrije handelsverkeer
- Economische samenwerking tussen een aantal landen
- Beperking van de handel om de economie te beschermen (protectionisme)
Economische samenwerking:
Doel = vrij handelsverkeer
Vormen van samenwerking:
- Vrijhandelszone: onderling geen handelsbeperkende maatregelen
- Douane-unie: vrijhandelszone = gezamenlijk importtarief
- Gemeenschappelijke markt (europese unie): douane-unie = stimulerende maatregelen
Nadeel: mensen buiten de europese unie kunnen hier niet zomaar komen werken.
Protectie: Maatregelen die een land neemt om de import vanuit het buitenland te ontmoedigen.
Doel van de handelsbelemmering is vaak bescherming van de eigen industrie.
Argumenten:
- ‘infant industry argument’ (land wil een bepaalde industrie de ruimte geven om te groeien,
bv. Invoerrechten heffen op auto’s vanuit het buitenland)
- Tijdelijke steun bij buitengewone omstandigheden
- Werkgelegenheidsargument
- ‘lage lonen- en socialelastenargument’
- Distorsieargument
