Is a multi-level governance system beneficial to municipalities?

As we see, every municipality in Canada runs off a multi-level government system. The

three government bodies which are the municipal government, the provincial government, and

the federal government work in conjunction to serve the needs of each government body to serve

the citizens of Canada and each municipality. It may seem that each government may rely on the

other government body, but the real question is a multi-level governance system beneficial to

municipalities? This essay will discuss why it is beneficial for municipalities to run on a multi-

level government system, as well as why it may not be beneficial to have a multi-level

governance system.

As we see, the levels of government rely on each other in some shape, way or form. This

multi-level structure may fall under the United States of America, European Union or even Asia,

but we do see Canada and its three levels of government show more of the process of what really

is required to run a multi-level government system.

Municipal politics in Canada has a relatively low profile (Steytler, N. 2009). We can see

that pattern of low profile throughout cities, especially within the City of Winnipeg. Citizens

greatly see a position of the City of Winnipeg avoiding or not attracting much attention or

publicity as it should towards decisions and then as the city holds these pieces of information,

requests must be made under FIPPA, Freedom of Information and Protection of Privacy Act

which states:
