Result: rather complex system. Can be significant differences from 1 to another state. Daily life can
change a lot. Syst of government at federal level is reproduced. Each state = each constitution. Big
cities also have significant powers and amount of autonomy, education, schools . . .

I. The foundations of federalism



a. Constitution

Originally, senates not elected by people but state legislature. House = people, senate = state.
