Children ages birth through three years old who have developmental issues or at risk
for developmental issues who are eligible to receive services and resources to help cater to
the needs of children reach their maximum potential for success. The foundations of
developmental delays were brought up in 1936 by psychologist Jean Piaget. He brought up
the framework and
research on developmental milestones that are used in early intervention programs today. In
the research that has been conducted, we will discuss all avenues of early intervention
programs and how the programs help children three years old and younger can receive
services to help them with skills and assessments to tract their developmental progress and
milestones.
Early Intervention Programs for Young Children
What are early intervention programs? How and what are the purposes of early
intervention programs for infants and toddlers under the age of three years old. According to
the Center of Disease Control and Prevention (2021), early intervention is the services and
supports that are available to babies and young children with developmental delays and
disabilities and their families. The purpose of early intervention programs is to provide
services that may
include speech therapy, physical therapy, and other services for the infants and toddlers
can be done in either an office, home, or school setting.
, In the beginning phase of the development of early intervention programs, was started
when the Individuals with Disabilities Act of 1975 was passed into legislation, which ensured
that all school-aged children with disabilities receives a free and appropriate education.
IDEA
also states that their schools receives funding for programs and services needed to help cater
and support the needs of school-aged children with a disability. As part of IDEA Part C is
also
allows funding for early intervention for children who are three years old and younger. The
Part C of IDEA is also working together with the National Association for the Education of
Younger Children to make sure the best practices are developmentally appropriate for the
children with developmental delays or children with disability. According to the NAEYC
(2020), there position statement states, “Each and every child, birth through eight, has the
right to equitable learning opportunities in centers, family child care homes, or schools that
fully support their optimal development and learning opportunities across all domains and
content areas.” So, for early childhood professionals and early intervention professionals
should make sure that all activities should be developmentally appropriate for all children. If
educators engage in developmentally appropriate practices the environment will be enjoyable
and every child will
