I. The European communities: why they were created and what did
they comprise? De Europese Gemeenschappen : waarom zijn zij
ontstaan en waaruit bestonden zij?


It is possible to highlight the end of the Second World War, in 1945, as the catalyst
which set in motion events that have led to the creation of the EU.
Het einde van de Tweede Wereldoorlog, in 1945, kan worden gezien als de katalysator die
de gebeurtenissen in gang heeft gezet die tot de oprichting van de EU hebben geleid.



The economies of the various European States had been devastated by successive wars.
Peoples of Europe wanted to build a peaceful and stable future. They were supported by
the USA, who saw co-operation between Western European countries as a means of
countering perceived threats from Eastern Europe. Which resulted of US and European
co-operation, such as the North Atlantic Treaty Organization (NATO).
De economieën van de verschillende Europese staten waren verwoest door opeenvolgende
oorlogen. De volkeren van Europa wilden een vreedzame en stabiele toekomst opbouwen.
Zij werden gesteund door de VS, die samenwerking tussen de West-Europese landen zagen
als een middel om de vermeende dreiging vanuit Oost-Europa tegen te gaan. Wat
resulteerde in samenwerking tussen de VS en Europa, zoals de Noord-Atlantische
Verdragsorganisatie (NAVO).

Co-operation between European Governments led to the creation of the Council of
Europe. = an intergovernmental organisation

Which:

o Adopted The European Convention on Human Rights (ECHR);
o Established the European Court of Human Rights (ECtHR).


Samenwerking tussen Europese regeringen leidde tot de oprichting van de Raad van Europa.

Die:

- Het Europees Verdrag voor de Rechten van de Mens (EVRM) heeft aangenomen;
- Het Europees Hof voor de Rechten van de Mens (EHRM) heeft opgericht.

(ECSC)


A plan based on economic co-operation in Europe was Proposed by the French economist
Jean Monnet and taken up by Robert Schuman.
Een plan gebaseerd op economische samenwerking in Europa werd voorgesteld door de
Franse econoom Jean Monnet en overgenomen door Robert Schuman.

→ Supplementing the technical logic of functional spillover, neo-functionalists
added the idea of political spillover:

This involved the build-up of political pressures by interest groups, trade unions,
and other actor to encourage further integration, with the Commission acting as a
catalyst for these pressures.

- Dit houdt in dat belangengroepen, vakbonden en andere actoren politieke
druk uitoefenen om verdere integratie aan te moedigen, waarbij de
Commissie als katalysator voor deze druk fungeert.
