This meant that it would be a political gathering (otherwise known as a political party) of people that were united based on a common case, they also didn't care for the right of other citizens. Your Answer: Factions are a risk to the government because as a cohesive group, they could destroy or dismantle levels of the government. The democratic government which is based on voting could easily crumble if the faction was able to gain control of the government; which would lead to a collapsing of the government.
