Policycycle
1. Agendasetting = the identification and selection of
those problems, among many, that need to receive the
serious attention of public officials; considering that
action is needed.
2. Policy development = development of a proposed
course of action for dealing with a public problem;
considering what kind of alternative actions/
optionsare possible; assesing possible effects of the
options.
3. Policy decision-making = deciding by politics on the
possible course of actions that are suitable by
accepting the most appropriate proposal so that it
becomes pertinent.
4. Policy implementation = application of the policy by
one or more government organizations, thereby
applying the measures and instruments that are set out
in order to deal with the problem.
5. Policy evaluation = to determine if the efforts that were made by the government in
order to deal with the problem were effective, and why the policy did or did not
work.
Wat is public policy?
- Beleid is er om publieke doelen te bereiken met specifieke middelen.
- Intentionele collectieve actie (door de overheid).
- In sociologische zin is het een institutie wat sociaal gedrag beperkt en stimuleert.
Er zijn verschillende soorten beleid:
- Regulatory policies = policies that define government control/ rules in specific areas.
o Voorbeeld: avondklok
- Constitutional policies = policies to establish new institutional or organizational
operations.
o Voorbeeld: nieuwe organisatie/ institutie die migrantenbeleid gaat regelen.
- Distributive policies = alloceren van nieuwe middelen over actoren.
o Voorbeeld: een rijk olieland verdient veel geld aan gevonden olie en verdeelt
dit over de bevolking.
- Redistributive policies = het alloceren van bestaande middelen over actoren
o Voorbeeld: belastingstelsel van Nederland
- Provisional policies = policies aimed at creating of specific facilities/ provisions.
o Voorbeeld: voedselbank voor mensen in nood.
Als een beleid zich niet aanpast aan de tijd en hoe mensen zijn is er sprake van policy
fiasco’s.
, 4 blikken op beleid:
1. Risk society
o Is een post-industrieel perspectief.
o Er twee soorten risico’s:
Old risks: natuurlijke risico’s. Hiermee wordt een natuurlijke
gebeurtenis bedoeld (bijv. een aardbeving).
New risks: manmade risico’s.
Klimaatverandering werd gezien als old risk maar nu als new risk.
o Risico’s stoppen niet bij grenzen. Als ijskappen smelten in Antarctica heeft het
invloed op iedereen/ corona in China, wereldwijd probleem. Dit leidt tot
complexiteit. Dit leidt tot onzekerheid.
Oplossing: moderne samenlevingen moeten met onzekerheden leven.
Dit eist reflexiviteit (van beleid).
Reflexiviteit van overheid en beleid wordt subsysteem politics
genoemd.
2. Network society
o Grote rol van technologie (ICT en transport) en globalisatie.
o Hierdoor groeit de verbondenheid, onderlinge afhankelijkheid en
complexiteit.
o Hierdoor hebben landen minder controle.
o Landen worden onderverdeeld in winnaars (landen met veel middelen,
kennis, centrale rol in economie) en verliezers (landen met minder middelen,
weinig kennis en geen grote rol in de economie lopen achter).
o Heeft politiek hier nog invloed op?
3. Liquid society
o De samenleving is aan het deïnstutionaliseren (instituties verliezen macht) en
wordt individualistisch.
o Paradox: individualisering en culturele hypes (massasamenleving). Sociale
media zijn hier heel belangrijk. Je wilt compleet vrij zijn maar ook zoals
anderen zijn.
4. Hollow state
o Overheden verliezen controle, ze worden minder belangrijk. Het vertrouwen
in de overheid wordt minder en mensen worden kritischer en reflexiever.
o Government naar governance.
Geen monopolie van de staat.
Meer interactie met andere actoren.
Keuzes maken gebeurt samen.
o Shifting policies gebeurt upwards, downwards and outwards.
De grootste shift was die naar beneden. Lokaal niveau werd hier
belangrijker. Steden worden machtiger en overheid luistert naar hen.
o Er ontstaat een coproductie van beleid en beleidsinnovatie.

o Kennis en informatie
De vraag is of je wel alle kennis en informatie kan vertrouwen (fake
news).
