The history of curriculum development in South Africa since 1994. identify and compare major
changes that took place.
There was a transition of the curriculum from racially defined curriculum to a racially inclusive curriculum
whereby only one ethnic group used to benefit. The curriculum in South Africa was only for the privileged
groups but after 1994, the curriculum was designed to cater for everyone in South Africa. Education was
made compulsory and universal to all. There was a new curriculum that was called Outcome Based
Education (2005) curriculum that transforms the pre-1994 curriculum into a more inclusive curriculum in
establishing a non-racial approach as before during the Bantu education, there were two education
systems, one for whites and one for blacks.
According to Jansen (1998), the first attempt was to purge the apartheid curriculum of racially offensive
and outdated content while the second was to introduce continuous assessment. There was a
transformation of the curriculum in order to eradicate the legacy of the apartheid in the system. The South
African Schools Act (RSA,1996b: Section 6) and the National Education Policy were designed on the
basis that there should be education for all and the right to education in the language of the learner, but
before that education was conducted in Afrikaans for all.
The education curriculum after 1994 contained a promise of justice, promotion of African language and
development of multilingualism. There was Revised National curriculum statement that promotes
conceptual coherence, clear structure, clear language and promotes the values of a society towards social
justice, equity and development through critical and problem solving. Then there was CAPS that replaced
NCS that gives teachers guidelines of what to teach and ensure consistency any guidance for teachers
when teaching.
