Unit 29: Security Procedures
Pre-planning, Executions and Outcomes of
searching - M4:
The main purpose why security will conduct a search is to find any
forbidden or prohibited items which may be hidden on a person, in the
premises or in vehicles. They will be looking for unauthorised items for
example, explosive devices, weapons, stolen items, alcohol, and illegal
substances. By conducting these searches before they let them onto the
premises can help to keep the amount of illegal activity happening lower,
then if security allowed anyone to enter without getting searched. If they
did not search people, it could put people’s lives at risk due to the number
of weapons and explosive bombs which could be brought onto the
premises. By searching people before allowing them into the building,
may put them off bring unauthorised items into the premises since they
are more likely to get checked and the items being found.
Before stopping someone to conduct a search there are things security
will have to bare in mind. For example, someone’s ethics and religion.
When searching an individual who is religious it can have many
restrictions when conducting a full pat down. This may be because they
may wear headgear for a culture or religious reason. The individual will
have to remove it themselves. If this is the case, they are allowed to
remove the religious headwear in a restricted area with a security
member of the same sex. When security decides to stop and search
someone, they must be for the right reasons and not down to race or
someone’s diversity. When conducting a search, the security is not
allowed to use their powers to be unfair to the person being stopped. They
must do it based on facts and make sure there not bias when deciding if
they should do a stop and search. When conducting searches at the
Chesterfield Technique Football Stadium (CTFS) security will first have to
be prepared, for example considering their gender. This is important as
they can make sure they have someone the same sex to conduct the
search. They need to consider the individual ethics. This can include their
respect for diversity, religion, human rights, and individual and community
needs.
Before security begins the search, they must make sure they get
permission. They should inform the person being stopped about the
search which is going to happen and security reasons as to why there
being stopped. When doing a search, it should be carried out with the
same sex for example a male should search a male and a female should
search a female. Since security officers are not allowed to search a
member of public without permission, means the individual does not
consent security can detain someone until a police officer arrives at the
CTFS. This is because the police have a legal right to conduct a forced
search. (Security Guards UK (United Kingdom), n.d.) Before a security

member starts the search, it is important for them to have witnesses as
well on the scene. This can be the same sex security member for
example, it is important to have witnesses to avoid the individual making
accusations towards the security guard searching them. For example, if
there were illegal substances found on the individual they could try and
say someone planted them on him/her. By having two officers there, they
can both verify for each other.
When searching the CFTS it is important to do it in a systemic approach. They
would happen by security splitting of in smaller groups and each start searching
the different stands. This will mean more of the ground will get covered at the
same time making it harder for the individual with prohibited items to move it
before it is found. One use of equipment which may be useful for CTFS security is
technical salience countermeasure (TSCM). This is usually known as a ‘bug’
sweep that helps detect an eavesdropping device which could be hidden around
CTFS. This will help identify any existing security which has been breach or can
help gain information about CTFS which can have a wider impact on the stadium,
for example a crime being committed. (www.msasecurity.net, n.d.) After
searching a room, it should be secure straight after to avoid anyone entering the
building. The same is when conducting a search on an individual. After receiving
their consent, you may start your pat down test.
(https://www.westminstersecurity.co.Uk/, n.d.) To conduct the search properly
on a person the security officer will ask the individual if they have anything on
them that is not authorised inside the CTFS. This can include watches or
jewellery if they have, they will be asked to remove them before they begin. The
security guard will start searching any pockets or bags which they may have on
them. If they have headgear on, they will be asked to remove it for the officer to
start searching. Then the officer will start the rub down search. Starting with the
hair, they will run their hand through the individual hair and around the back of
their ears. If they have long hair, they may be asked to untie it and they will look
inside their nose, ears, and mouths to check they are not hiding anything inside.
Security officers may also ask to lift their tongue up. If they have a collar, it will
be lifted and they will feel behind it and along their shoulders. The security will
then ask the individual to raise their arms in level with their shoulders, making
sure their palms are facing downwards. They must spread their fingers to check
