Major Incidents
A major incident is defined as any emergency situation in dire need for special emergency forces or
the implementation of special arrangements organised by one or more emergency service like the
police or any local authority.
It would usually require the incident to have a great number of casualties which would need
special transport for treatment or it could be a situation of a threatening incident which would
need special armed response soldiers.
Either way any major incident would usually need the combined resources of all the emergency
services.
Any and overall coordination of a major incident unless fire related would usually be taken under
control and put to the responsibility of the police.
, The Manchester bombing incident
The incident occurred on Monday the 22nd May 2017, the attack was a suicide bombing and is
categorized as technological incident as it involved a bomb.
An extremist Islamic man had detonated a home-made bomb as thousands of people were leaving
the arena following up the concert of the American singer. (12th June 2017, BBC News)
The blast was based between the main arena and the Victoria station which was positioned
opposite, the blast was strong enough to take out anyone within a 20 metre radius and the
vibration of the blast knocked people of their feet causing a great deal of panic. (BBC News)
Over 240 emergency calls were made by the public, 60 ambulances arrived and 400 police officers
attended consisting of 6 armed response vehicles each containing twelve authorised firearms
officers, and within one hour of the calls another 106 firearms officers were deployed to the arena
for direct assistance.
Emergency services were able to clarify that up to 14,200 people attended and of this a sum of 23
died and over 139 people were wounded or hospitalised and over half of this was children.
Short term effects
• Emergency services responding to the incident.
• evacuation of all civilians from the arena
• All emergency service officers supporting the fatally injured and taking them away from the
scene if necessary.
• setting up a perimeter
• Local public transport stopped and diversions made, also causing problems for people in
the outer towns and cities who require it.
• emergency services locating the exact location of the explosion
• Extended search for any other injured civilians within the arena who were caught in the
explosion or close to it.
Long term effects
• Funding was needed to rebuild after damage of the explosion.
• Some of the public that was caught in the attack begun receiving mental and physical
health complications such as PTSD (post-traumatic stress disorder) this also includes some
of the officers and paramedics involved.
• Loss of business in the area due to lack of tourism because people were put off from the
attack, businesses in the area said they experienced a noticeable drop in trade after the
event. (Mahy, E , 11th August 2017, BBC News) .
• Clearing the debris from the wreckage of the explosion.
Many businesses were effected locally by all the panic and scare for example taxi companies were
forced to stop any local collection calls and head to the incident and help get as many people away
as possible, roads being blocked off causing traffic disruption and delays, trains also delayed or put
to an emergency stop causing issues for other people within the area and outer areas.
