ABSTRACT

Cash is a company’s most liquid asset and is also a resource necessary to carry out
the company's operational activities. The existence of cash is very easy to transfer, so there
is a high risk of misappropriation and abuse. Therefore, it is necessary to have good and
transparent management so as not to have a bad influence on the company and interfere
with the smooth operation of its operations.
The purpose of this review is to evaluate the management of petty cash funds in an
educational institution in carrying out its operational activities by knowing how systems
and procedures for establishing, recording, using, and replenishment of cash funds as well
as systems for controlling and supervising cash funds. Evaluation is carried out to find out
whether the management of cash funds carried out at the educational institution has been
running well based on the system and procedures applied. The review carried out by the
compiler is in the Department Conservation of Forest Resources and Ecotourism
(DKSHE) IPB, which is located in Dramaga Bogor. DKSHE is an educational institution
that organizes and develops academic education in Undergraduate and Postgraduate
Programs.
The results of the review show that the system and procedures for establishing cash
funds for small DKSHE follow the rules and regulations that apply at IPB, the recording
of The Assistant Expenditure Treasurer (BPP) is carried out only in the form of Manual
Cash and fill out the Financial Information System (SIMKEU) IPB, there are still
weaknesses in terms of document flow in the use of cash funds, replenishment of cash
funds done when it reaches the minimum limit by following the system and procedures
that apply at IPB, there is an authorization from the competent authority on the controlling
and supervising its cash funds, and the absence of segregation of duties function and the
responsibility of the section that manages DKSHE cash funds.

PRELIMINARY


1.1. Background
Every financial administration at an institution, agency, or company conducts cash
transactions. Cash is a most liquid company asset. Cash consists of coins, banknotes,
checks, demand deposits, money orders, and money deposits available for withdrawal at
any time from the bank and other financial institutions. The existence of cash is very easily
transferable and its owners cannot be proven, so cash very high risk of fraud and abuse.
Misappropriation and misappropriation of cash, for example, is the occurrence of

student practicum fees, lecturer honorarium or experts from outside IPB, and so on. Cash
fund owned by DKSHE is not only available on hand but also available in banks with a
relatively large amounts, so that DKSHE must manage cash properly owned and
transparent. Applying good and transparent cash fund management can minimize the
occurrence of misuse or misappropriation in the use of funds by certain parties that can
hinder the smooth running of activities and even may result in losses.
