Agrarisch gebied met landelijk uiterlijk. Obstakel in de ontwikkeling of
aantrekkelijk woongebied?
Randstad concurreert met andere stedelijke regio’s in Europa. Randstad motor van
ontwikkeling. Stad moet internationale bedrijvigheid aantrekken. Het gevolg is
metropoolvorming: concentratie en intensivering ruimtegebruik. De metropoolvorming
is vooral in Amsterdam (Schiphol en Zuidas).
De bevolking van de Randstad zal tot 2040 sterk toenemen. Dit gaat ten koste van
plattelandsgebieden en steden aan de ‘randen’ van Nederland. Daar treedt
bevolkingskrimp op. Het gevolg hiervan is leegstand en vergrijzing.

Na een opleiding in de gingen veel mensen op zoek
naar woonruimte buiten de stad.
Het platteland dreigde volgebouwd te raken. De
overheid wees groeikernen aan. Gevolgen: files en
afname draagvlak voorzieningen in de stad.
Reden voor concentratiebeleid na 1990 was de veranderde wooncarrière van
mensen. Mensen blijven na een opleiding vaker in de stad en stichten daar een
gezin. Gevolgen: compact stadsbeleid, stedelijke herstructurering en Vinex-locaties.
Alle regels die er bestaan over de inrichting van de ruimte noemen we ruimtelijke
ordening. Die regels werden altijd per sector vastgesteld, dit is sectoraal beleid.
