 Aantal grote rampen en crisis
 Behoefte aan meer operationele slagkracht

Bestuurlijke aspecten van crisis:

heen heeft ontwikkeld en hoe dit uiteindelijk heeft geleidt tot de invoering van de
veiligheidsregio.

→ gemeenten moeten brandweerzorg regelen

•1991 –Wet geneeskundige hulp bij ongevallen en rampen (Wet ghor)

•2010 –Wet veiligheidsregio’s (Wvr)
→ samenwerking gemeenten op regionale schaal geformaliseerd
