Abstract
With the introduction of the new law for inclusive education in the Netherlands, schools in
vocational education find themselves struggling to implement a good policy to support special
needs students. Schools in vocational education have no form of special education at all. The
result is that these schools struggle to offer students the best support when needed. Therefore
this study has focused on the implementation of special needs support for students within
vocational education. To answer the question: ‘’how do schools in vocational education form
their policy on students with special needs within inclusive education?’’, two schools in the
region of Groningen in the Netherlands have been selected. Their policy’s on inclusive
education has been reviewed. Outcomes were that both schools have clear policies on
inclusive education. Each with their own specific support system.
Inleiding
Sinds de invoering van de Wet Passend Onderwijs in 2014, is er veel veranderd. Al in 2009
schrijft Meijer (2009) over de consequenties van de invoering van deze wet. Hij stelt dat
passend onderwijs een andere manier van lesgeven en andere vaardigheden vraagt van de
docent.
Een andere publicatie van Rosier (2016) geeft aan dat twee jaar na de invoering van de wet,
scholen in het basis- voortgezet- en middelbaar onderwijs kampen met veel problemen. Dit uit
zich in problemen in de financiën, maar ook in de zorg en ondersteuning van de leerlingen
met een ‘’rugzakje’’ (Rosier, 2016).
Ook op Europees niveau is de invoering van passend onderwijs gaande. Uit onderzoek
van Ramberg en Watkins (2020) blijkt dat er al jarenlang een hoop onduidelijk is over het
begrip passend onderwijs. In 2018 geeft onderzoek van de Europese Unie aan dat landen
steeds dichter bij het doel van passend onderwijs komen. Namelijk ieder kind, ongeacht ras,
etniciteit, geloof, psychische problemen of lichamelijke problemen mee te laten doen met de
samenleving (Ramberg & Watkins, 2020).
Binnen het middelbaar beroepsonderwijs (mbo) is er over het algemeen veel oog voor
passend onderwijs. Toch blijkt dat studenten met psychische problematiek vaker uitvallen
binnen het mbo dan studenten zonder problematiek (KBA, 2020). Deze uitspraak wordt
ondersteund door Peguero, Merrin et al. (2019). Ook impliceren zij dat goede begeleiding en
een veilig schoolklimaat noodzakelijk zijn om studenten met een psychische beperking te
laten slagen. Cochrane (2016) onderschrijft ditzelfde standpunt. Zij geeft daarnaast aan dat het
vormgeven van passend onderwijs zorgt voor weerstand bij scholen. Dit kan voor zorgelijke
situaties zorgen, waar studenten het slachtoffer van zijn. Zo zouden deze studenten met een
ondersteuningsbehoefte eerder uitvallen (Cochrane, 2016).
Ondanks alle handvatten die scholen hebben gekregen om passend onderwijs vorm te
geven, blijkt uit evaluatie van het KBA (2018) dat veel scholen nog steeds zoekende zijn in
het vinden van de juiste balans tussen ondersteunen van studenten en goed onderwijs
aanbieden. Ook blijkt dat het vormgeven van het beleid rondom passend onderwijs nog steeds
een uitdaging is. Hieruit blijkt dat er nog steeds zorgen zijn rondom de invoering van passend
onderwijs en de uitvoering daarvan binnen het mbo (KBA, 2018; Deluca en stillings, 2008).
Dit is de aanleiding om te onderzoeken hoe scholen hun beleid vormgeven met betrekking tot
passend onderwijs.
Het doel van dit onderzoek is om te inventariseren hoe mbo’s in de omgeving van
Groningen het beleid rondom passend onderwijs vormgeven. Om dit doel te kunnen bereiken
