Het door politicoloog Easton ontwikkelde model zal als uitgangspunt dienen. Een
model is een vereenvoudigde weergave van de werkelijkheid.
Procesanalyse: Procesanalyse is in principe niets anders dan kwaliteitszorg: het in
kaart brengen van werkprocessen en taken zorgen voor het gemakkelijker
ontwikkelen en optimaliseren van processen.
In dit systeem zijn 3 elementen belangrijk:
Invoer (input): bestaat uit eisen (demands) en steun (support) linkerkant.
Uitvoer (output): twee onderscheidingen (1) de gezaghebbende uitvoer* (bijv.: wet of
andere maatregel) en (2) de niet gezaghebbende uitvoer (bijv.: een interview of een
tijdschriftartikel). De uitvoer mondt uit in effecten (outcomes), ook hier is sprake van
een tweedeling (1) gewenste effecten en (2) ongewenste effecten rechterkant.
*voor het model van Easton is alleen de gezaghebbende uitvoer van belang
Doorvoer: de invoer wordt omgezet in uitvoer, dit is de omzettingsfase, deze fase
wordt ook wel de throughput ofwel de doorvoer genoemd. Soms wordt deze fase
aangegeven als een blackbox (zwarte doos). Deze benaming is gekozen omdat niet
goed bekend is hoe de invoer nu precies in uitvoer wordt omgezet middenstuk.
