1.1 Correctional services are a stressful, high-conflict workplace that can squander
time and money by stifling production. As a result, it is critical that correctional
services managers understand the drivers of conflict, as well as how to recognize
and manage conflict before it causes major harm.
The sources of conflict that are relevant to the case study are work- related conflict
(Conflict between the correctional officials and the organisation), resistance to
change and external conflict (conflict between officials and other organisations.)
1.1.1) Resistance to change
Most people's lives are characterized by change. People dislike change
because it forces them to deal with the unknown, while they would rather deal
with the known. Law enforcement organizations, particularly correctional
services, must deal with ongoing change, according to Bennett and Hess
(1996:538). If changes are not brought about by technology advancements,
they are brought about by new court judgements, organizational changes, and
other factors. It can be noted that one of the biggest sources of conflict in law
enforcement institutions is the constantly changing and often unclear
environment, as well as the staff's lack of sufficient training, orientation, or
transition readiness. A lack of resources to implement change, such as a new
shift pattern, could also be a factor in change resistance (Starks 2006).
In the case study, the correctional officials at Roodewal Correctional centre
are on strike because they do not want their current bus services to be taken
away. They want this service to remain the same and are resistant from
making other arrangements regarding transportation.
1.1.2 Work-related issues
Organizational and administrative aims, goals, rules, and regulations are
frequently at the root of workplace conflict. It can also result from hierarchical
structures and differing perspectives on resource allocation. Facts,
methodology, and core philosophy may all play a role in these disparities.
Different budget programs must fight for allocations from an ever-insufficient
budget each year. As a result, it is only natural for managers to feel compelled
to demonstrate that their organizational units are more important and required
than others and, as a result, deserve more cash. Some officers want to
emphasize rehabilitation, while others think treatment programs are a waste
of time and money. As a result, everyone seeks to further their own goals.
As noted in the case study, Roodewal Correctional Centre cannot keep
funding their bus services for their correctional officers as the correctional
service did not have the funds in their budget. Additional funds from head
office were requested but no additional funds were available in time. This
resulted in conflict between the correctional officials, The commissioner of
correctional services, the head of the correctional centre and the head office.
