INTRODUCTION



The workforce diversity contributes to make a stronger and fairer in the public
service that better understands and meets people’s expectations (OECD, 2009).
However, to benefit from the advantages of a diverse workforce, governments need
to see it as an asset through which the different experiences, knowledge and
competencies of individuals play a part in improving governmental performance
(PGC/PEM, 2009). It has been suggested in several academic studies and
government reports that workforce diversity may bring about gains in efficiency,
effectiveness and equity in the public sector, but there is still the need of real
evidence (Rexed, 2008).
Thus, the aim of this paper is to locate innovative practices in the pursuit and
management of workforce diversity in the public sector and to suggest some
practical guidelines to enhance and make the most of a diverse workforce in the
public service (PEM, 2009). Preferably, Department of Education Schools Division
of Albay which is mostly populated by non-teaching and teaching personnel which
offer public service in the academic and administrative functions.
On the other hand, there are several studies investigated diversity
management to ascertain its influence on organizational success or effectiveness
as well as the challenges of workforce diversity. Panda (2010) investigated the
influence of cultural diversity management on organizational success. Henry and
Evans (2007) reviewed workforce diversity to determine how it influences the
success of an organization. Wambui et al. (2013) remarkably explored about the
“diversity management in the workplace” from the perspective of Kenya,
whereas Edewor et al. (2014) adopted a national perspective to the study of

, like social exclusion, miscommunication, conflicts and turnover (Williams and
O’Reilly, 1998).
Conclusively, based on previous research, it is evident to understand the
relationship between diversity management and organizational efficiency in the
public sector.



Objectives of the Study


This study aims to determine the managing diversity for organizational efficiency
in selected schools in Department of Education- Schools Division of Albay in
Legazpi City, Albay.
Specifically, the study aimed to:
1. determine the demographic profile of the participants in terms of:
a. age;
b. gender;
c. educational background;
d. position;
e. nationality;
f. religion.
2. determine the diversity management of the participants in terms of:
a. mission;
b. vision;
c. core values;
d. objective results;
e. desired culture;
f. situational constraints.
3. determine if there is a significant relationship between the diversity
management and demographic profile of the participants.
4. determine if there is a significant relationship between the diversity
management and organization efficiency of the participants.
