1. William Beveridge, a man, published the Beveridge report in 1942. The level of
poverty in the UK at the time required government intervention. As a result, William
Beveridge identified "the five giants/evils" in five issues. The majority of families
were forced to live in slums as a result of home prices rising faster than household
incomes. The second problem was that as a result of less educated people and a lack
of jobs following the war, unemployment rates were rising. Another problem was
that illnesses were becoming more widespread and spreading quickly, but hospitals
were doing very little to help because they were all private and paid charges that

the 1900s left school early (at the age of 14) leaving them with little money for
higher study. The final problem that William Beveridge discovered was that each

Beveridge stated that the government must overcome these '5 evils' with a welfare
