9.1 – Issuemanagement
Het doel van issuemanagement is om de organisatie bewust te maken van de issues (kwesties) die invloed
hebben of mogelijk invloed kunnen hebben in de toekomst, op het behalen van de organisatiedoelen. Maar ook
issues die mogelijk de organisatie bedreigen.

Vrijwel alle organisatie worden geconfronteerd met issues. De vraag is hoe het issuemanagement wordt
geregisseerd, aangestuurd en uitgevoerd wordt.

Drie hoofdactiviteiten van issuesmanagement
1. Monitoring
Het systematisch signaleren en in beeld brengen van relevante ontwikkelingen. Issues worden zo
vroegtijdig herkend en benoemd die mogelijk een kans of bedreiging kunnen zijn.
2. Organiseren
Van interne procedures en taken om voorbereid te zijn op een mogelijk issue
3. Realiseren
Een beleid realiseren en acties uitvoeren om op een relevant issue te reageren.

Scenario’s
Nadat je de issues in kaart hebt gebracht ga je alle mogelijke scenario’s uitwerken. Dit noem je ook wel
gestructureerd je toekomst verkennen en niet voorspellen. Een scenario is ten alle tijden een aanname. Je gaat
ervanuit dat je issue een extreem grote ontwikkeling wordt en hoe jouw organisatie op die situatie kan
inspelen of reageren.

Voorbeeld:
Stel dat de waarde van de euro daalt…. Dan is onze actie … en/of…
Stel dat de concurrenten hun prijs verlagen…. Dan is onze actie … en/of…

Scenario’s leiden niet tot doeltreffende acties, maar tot een intellectueel schaakspel. Leuk, maar geen basis
voor een succesvolle strategie. Het beste is om je te beperken tot enkele scenario’s. Ga uit van optimistische,
pessimistische, waarschijnlijke en worstcasescenario’s.

De boodschap bepalen
De organisatie moet aangeven hoe ze tegenover het issue staat en dat helder verantwoorden. De
kernboodschap draagt bij aan één denk- en communicatielijn binnen eigen organisatie. De gekozen boodschap
moet eenduidig zijn zodat deze blijft hangen bij de medewerkers die de kernboodschap moeten uitdragen. Ook
moet de boodschap begrijpelijk voor externe doelgroepen.

Voorbeeld:
Zara: hoe staan zij tegenover kinderarbeid en werkomstandigheden in Bangladesh.
