Weet je nog: Adam Smith’s “invisible hand” van de markt zorgt er in theorie voor dat
zelfzuchtige kopers en verkopers in een vrije markt de totale welvaart voor de maatschappij
maximaliseren.
Maar er kunnen
marktfalingen plaatsvinden.
EXTERNe effecten en MARKTINEFFICIËNTIE
̶ Een extern effect verwijst naar een niet vergoede of niet gecompenseerde impact
van iemands acties op de welvaart van een omstaander.
̶ Externe effecten (of externaliteiten) leiden tot marktinefficiëntie
De markt leidt niet langer tot maximale totale welvaart
̶ Indien de impact op de omstaander negatief is: “negatief extern effect”
̶ Indien de impact op de omstaander positief is: “positief extern effect.”

Normale situatie maar probleem is dat aluminium zeer veel externe effecten heeft

̶ De hoeveelheid bij marktevenwicht maximaliseert het producenten- en
consumentensurplus
̶ Maar door de pollutie van aluminiumfabrieken (negatief extern effect), is de markt
niet efficiënt
̶ Reden: kost van aluminiumproductie is groter voor maatschappij dan voor
aluminiumproducenten.
̶ De sociale kost van aluminium = private kosten van de aluminium producenten +
externe kosten van omwonenden die lijden onder de vervuiling
Aanbod is de marginale kost die de aanbieder betaalt, maar nu is er een niet private kost
voor de koper maar een marginale kost voor derde

Negatieve Externe effecten
̶ Het maatschappelijk optimale (efficiënte) productieniveau wordt bepaald door het
snijpunt van de vraagcurve en de maatschappelijke kostencurve
̶ Het maatschappelijk optimale productieniveau ligt bij negatieve externe
effecten dus lager dan het marktevenwicht.
̶ Negatieve externe effecten zorgen er met andere woorden voor dat markten
meer produceren dan maatschappelijk wenselijk.
̶ Dit heet een marktfaling omdat dit leidt tot een netto welvaartsverlies.
