Module 6: Actoren van ontwikkelingssamenwerking6.1 De overheid als actor in ontwikkelingssamenwerking
Ontwikkelingssamenwerking op het federale niveau behoort tot de “Federale Overheidsdienst
(FOD) Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking”. In de
federale regering is op dit ogenblik (Februari 2023) Mevrouw Caroline Gennez voogdijminister
van Ontwikkelingssamenwerking en Grootstedenbeleid (Figuur 1) en de bevoegde dienst is
de “Directorate-General for Development Cooperation and Humanitarian Aid (DGD). Naast Development
Cooperation is deze dienst dus ook bevoegd voor noodhulp; zoals (Februari2023) voor de aardbeving in
Syrië en Turkije (Figuur 2). De Belgische Ontwikkelingssamenwerking (zie website) werkt in de
sectoren van Landbouw en voedselzekerheid, Onderwijs en Gezondheid alsook in de
Privésector. Thema's daarbij zijn digitalisering, migratie en ontwikkeling, mensenrechten,
gender, waardig werk en sociale bescherming en milieu. Deze kaderen in de de Duurzame
Ontwikkelingsdoelstellingen of Sustainable Development Goals (SDG).
De SDG (Figuur 3) zijn richtinggevend voor ontwikkelingssamenwerking maar zijn ruimer dan
“development aid -hulp bieden” – zijn roepen zowel lage, midden en hoge inkomenslanden
om welzijn voor de burgers na te streven én daarbij de planeet te beschermen. Hierover meer
in Module 7.
De 14 partnerlanden van de Belgische Ontwikkelingssamenwerking zijn afgebeeld op (Figuur
4) (- opgelet, dit is de oude figuur, met ook een oud budget!)

,▪ Het totale budget van de Belgische ontwikkelings samenwerking beroeg in 2021 2,6
miljard dollar of 0.46% van het Bruto Nationaal Inkomen (BNI), dus een stuk lager dan wat
voorzien is door de wet van 19 maart 2013.
▪ De 14 partnerlanden zijn hoofdzakelijk in Afrika gelokaliseerd en lage inkomen-landen, er
zijn ook zogenaamde fragile states bij. Ongeveer de helft van het budget wordt besteed
aan landen die beschouwd worden als least developed countries.

o De least developed countries (LDC) zijn deze met de grootste ontwikkelingsachterstand
zoals bepaald door de United Nations zie Figuur 6 en Module 7: op dit ogenblik 2020 zijn
er 33 landen in Afrika, 9 in Azië en 1 in de Pacific.
