1) Increase/drive excellence = ensures that employers get the
strongest graduates & the pupils are getting the best opportunities.

2) Widening participation = helps those with limited access to get into
UNI. Helps to tackle disadvantages.
3) Info & choice = introduces the need of marketisation in HE. Helps to
give more information to students choosing which UNI they want to
attend (E.G. TEF ratings/awards).
4) Consumer rights/protection = enables the students to become
consumers of education. By law consumer protection must be
present (covered by CMA).
5) Solve the tuition fee problem = increased numbers of people
attending UNI now. GOV has money issue due to increased number
of loans. TEF tries to fix this issue.
