1) local initiatives can be argued to have been the most important reason for improvements in
the provision of public health as they help to improve knowledge on key public health matters

work of doctor James Kay and Edward Chadwick were essential as they pressured the
government to act making links between dirt and disease

∴ moving away from miasma theory
Chadwicks investigation showed that out of 50 towns, 42 had no running water and 32 no
drainage

can be argued to have led to the royal Commission of 1844

∴ the government's first public Health Act of 1848 as it made clear where diseases
were spread and how they could be combated

by moving away from older theories such as miasma, knowledge on public health
improved which led to the new provision

this was down to local initiatives such as Chadwick who published his findings through his
own money and encouraged the government to act

in addition the idea of improved knowledge is also backed up by local initiatives such as
John Snows Broad Street pump
