What makes a vehicle a subject vehicle? The vehicle must be gasoline powered, 1975 and newer, the gross vehicle weight must be less than 9,000 pounds or less, and is registered to an I/M area. Where do you find the Gross vehicle weight (GVWR)? The GVWR or true weight of the car should be located on the vehicle. The inspector should NOT use the vehicles registration card. What vehicles are non subject vehicles? Motorcycles and motorized pedal cycles. Note* There are definitely more non subject vehicles. What two conditions allow a vehicle to be exempted from an Emission (I/M) test? New or current year models that have less than 5,000 miles on the odometer are exempt. As well as an individual who has owned a car for 1 year and has driven it less than 5,000 miles in 12 months. Note* 12 months is different than 1 year. For example on December 28th 2015 an individual gets a I/M test exempted. On December 1st 2016 if the odometer is not broken and the car has been driven less than 5,000 miles the car may be issued an exemption sticker. Meanwhile 1 year means literally 365 days. What happens if the inspector does not believe that you have owned the car for 1 year but you are applying for an exemption on a car that has driven less than 5,000 miles? UNLESS the inspector is absolutely sure that the owner has not owned the car for a year; The inspector must take the word of the customer. EXEMPT MEANS EXEMPT? No matter what condition the vehicle may be in, if the vehicle qualifies for an exemption it must be given it! If the vehicle is truly in horrible shape it will most likely fail the safety inspection. What counts for registration? Internet renewal registration Non expired registration card What doesn't count for registration? A title An expired registration card Renewal bill If a vehicle is not registered in an I/M area and the vehicle passes, but the customer does not want the sticker what must you put in the inspection machine? PA Note* if the vehicle is from another state you must put the states abbreviation. Ex. NY If you move from an non emission area to an emission area within how many days must you get an I/M sticker? 10 days. If the odometer is broken what must you enter into the I/M machine? 000001 NO EXEMPTION FROM I/M TEST IF ODOMETER IS BROKEN. What happens if a vehicle fails the I/M test? The machine prints out a V.I.R Vehicle inspection report. Whether it passes or fails. It also prints out a R.D.F a repair data form. Both forms must be presented to the customer. Also if necessary you must explain why the vehicle failed. Correspondingly, the customer is entitled to a free retest within 30 days at the same station. Customer must spend at least 150.00 dollars, on repairs that are affiliated with the issue which resulted in the I/M failure. Note* Inform customer to keep receipts for all repairs made toward the vehicle. If the vehicle fails the I/M retest what happens? Another V.I.R is printed out and the R.D.F repair data form should be presented to a along with all the repair receipts and V.I.R Emission repair technician to see if the vehicle is eligible for an exemption. When sitting in the drivers seat where is the emission sticker placed? On the right of the safety sticker.
