The Development Process
Policies are usually developed when a situation occurs and an idea is
suggested to manage it and prevent it from happening for good. These
ideas stem from different sources such as the public, media, the public
services, politicians and subject experts. If a certain policy is needed and
the idea has been suggested before there will be a lot of discussion about
it in government meetings such as cabinet meetings, parliamentary
committees and subcommittees. If after all these meetings the idea is
considered appropriate and useful they will then take it through a formal
procedure and the proposed policy takes the form of a green paper. A
cabinet meeting is with the senior government ministers which takes
place once a week and during the meetings they will discuss the creations
of new policies and laws. This is where the first idea of a new policy will be
talked about to see if it is worthwhile. A parliamentary committee/
subcommittee is a smaller, more detailed group of politicians and civil
servants who also meet to discuss potential new policies. They have more
time and more knowledge about the issue which lead to the discussion of
the new policy, if they think the policy is needed they may move to the
next stage of creating the policy.
In the United Kingdom Green papers are a parliamentary report of
government proposals hat is published in order to provoke discussion
about a proposed change in the law that is given out to different parties to
gather their views on the change and open up debate. The debate may
take form as a public meeting, specialist consultation meeting or open
enquiries from outside government. The discussion will help the
government assess whether the policy or law is necessary or even needed
at all. If it is not needed that is where the discussion about the policy
ends. The discussion could show that the policy is needed and then it will
move ahead to the next stage which is a white paper. White paper is much
more formal than a green paper, it contains a set of formal proposals on
the new policy or law. White papers are a daft of what it will look like once
it has been passed and how they want it too look in the further
development stages.
There are other ways in how the idea or views of a new policy can come to
light. They can be heard through letters to members of parliament, seeing
an MP in their surgery and influence from outside the government.
