Allison & Zelikow hebben een aantal modellen ontworpen, via welke zij gebeurtenissen
rondom besluitvorming proberen te analyseren. RAM is er daar één van.
- Overheid als één geheel Unitaire actor
o De overheid heeft meerdere instanties en lagen, maar in dit model wordt
de overheid als één geheel gezien dit is ook de manier om erachter te
komen welk model het passendst is voor op het tentamen.
- Overheid kijkt naar een kosten-batenanalyse

Om een keuze te maken, maakt de overheid een kosten-
batenanalyse. Alles wordt omgezet in een geldbedrag om zo de
beste keuze te maken met de grootste winst.
