- Security in Europe
• Distinctive borders in the West = greater stability- confirming previous terms in the Treaty of
Versailles
• Signing they won’t go to war with each other = greater stability in Europe
• Committing powers to solve disputes and using the League as a body to insure this
- America is coming out of isolationism
- Remove France’s power to invade- strength for the other powers
- All working together to reach a judgement- agreeing to it for different reasons though- no
common goal
Limitations of the Locarno Treaties
- Neither France or Germany were really happy with it
- Gave France an illusion of security- Germany have not been restrained
- Leaving out the Eastern borders, means later revision by Stresemann (which is what he
wanted)- Britain did not want to be caught up in a border dispute- shows different aims of the
powers- illusion of cooperation
- Germany is still willing to form relations with the USSR which is a different aim of the Allied
powers and therefore shows the conflict in ideology
Revision or Confirmation of the Treaty of Versailles
- At the time it was a confirmation of the T of V but the fact they left some things out shows the
possibility of future revisions
- Revision: France could no longer invade Germany
- Demilitarisation of the Rhineland which would increase France’s security
- The German Nationalist feel it is a confirmation not a revision
Successfully solve disputes between France and Germany?
- Ensured short term peace by stopping France from invading Germany and Germany had a
framework of limitations
- Long term peace was not ensured as there were deep rooted issues that weren’t being resolved
- They did solve disputes but not successfully to ensure long term peace- but they did what they
could
Concerns of each countries after the treaties:
- France- feared a growing Germany whilst having only the illusion of security. Gave power away
and become more vulnerable
- Britain- feared the bogeyman
- Germany- needed to satisfy German pride and convince the public that the Policy of Fulfilment
was successful (extracting concessions by temporarily accepting demands of the Treaty)
- USSR- strengthening of anti-Bolshevik forces in Europe and Germany’s move towards the West
