1.1. Resource Description and Access (RDA) is a set of cataloging rules and guidelines for creating
metadata and bibliographic records for library resources. RDA was developed to replace the Anglo-
American Cataloging Rules (AACR2) and is designed to meet the needs of the digital age, where
different types of resources (e.g. electronic, multimedia) and user needs must be considered.
RDA is based on the Functional Requirements for Bibliographic Records (FRBR) and it focuses on the
description, access, and control of bibliographic data. The main goal of RDA is to provide a flexible
and extensible framework for creating bibliographic records that can be used by libraries and other
cultural heritage institutions.
The development of RDA involved the collaboration of cataloging experts from around the world and
the input of the international library community. Several frameworks were used in the development
of RDA, including:
1. Functional Requirements for Bibliographic Records (FRBR): This conceptual model was used to
inform the development of RDA, specifically in terms of how to approach the description and
organization of bibliographic resources.
2. Functional Requirements for Authority Data (FRAD): This framework was used to develop
guidelines for creating authority records, which help to ensure the consistency and accuracy of
names, subjects, and other access points.
3. Functional Requirements for Subject Authority Data (FRSAD): This framework helped to inform the
guidelines for creating subject authority records and linking them to bibliographic records in RDA.
4. International Federation of Library Associations and Institutions (IFLA) Library Reference Model
(LRM): This model provides a general framework for understanding and representing the
bibliographic and authority data in RDA.
