Overall, the Favela - Bairro project was a success as there have been a number of
social and environmental improvements. Since the project, many people’s living
standards improved, along with services such as new health centres being added.
Furthermore, employment opportunities have increased as the number of local services
has doubled as well as the development of services - providing employment for lots of
people and improving quality of life. The cable car system has also helped to improve
job opportunities as residents are able to travel to different areas with one free return
ticket a day. Not only has the government created a cable car system but they are also
widening and paving streets to allow easier access which is also beneficial to
emergency services and rubbish collection which will decrease the risk of disease
spreading as the rubbish will no longer be dumped in the streets.
However, there have also been some economic disadvantages to the project. Due to
the improvements in some favelas, rent prices have risen - causing the poorest people
to be forced out of their homes as they can no longer afford to stay. Moreover, the cost
of the project is extremely high with £500 million being spent on improving living
conditions in 300 favelas. Additionally, whilst there have been improvements, residents
lack the skills and resources to fix any damages and many teachers still don't have the
skills to improve children's literacy skills. However, the government are encouraging
people to volunteer in schools and there is an increasing amount of courses available
for teachers and residents. They have done this by setting up adult classes to try and
improve adult literacy as well as having child care being set up, in order for adults to
return to work. The government is also focusing on teaching residents new skills so that
they can find better jobs and earn more money by running training schemes.
Overall, The benefits that the project has brought to the favela outweighs the
disadvantages. The fact that quality of life has improved for many through new services
and opportunities shows how successful the project has been. The challenges faced on
improving education are still being worked on as the government is encouraging people
to volunteer in schools, in an attempt to improve literacy rates.
