Be able to demonstrate the process of developing government policies

Policies can be made in a number of ways ranging to a need identified by the public or organisations
or even an issue raised by media through a terrorism event. These are all factors in which change the
way the government is run.

Development process

Policies are initially made to begin life as their purpose is to change or manage a situation. The ideas
to make a policy can come from:

 The public
 The media
 The public services
 Politicians
 Subject experts

If a policy is needed and the idea has a purpose towards the government then there will be many
government meetings such as cabinet meetings and parliamentary committees and subcommittees
to discuss this idea. If they like the idea of the policy then the process becomes formal in which a
form of green paper will take place

Green Paper

A green paper is a document stating the proposed change to the law which is given out to different
parties who are interested in making a change to certain laws. This law will automatically cause a
debate to discuss the advantages and disadvantages of this law in which will take place in public
meetings, specialist consolation meetings and even open enquiries from people outside the
government. Sometimes the policy or law discussed is not needed or would cause disruption in
which the debate and policy ends there however if the policy or law is believed to be needed and
beneficial then it will be taken through the process of white paper.

White paper

A white paper is a much more formal version of the green paper in which sets out the proposals of
the new law or policy however this will only be a draft which will be developed into bills later on the
in the development

Public bill

Public bills are used when for when a proposal for a piece of legislation will affect a large number of
the country in which the public must be informed with. An example of some public bills that were
made are the crime and disorder act 1998 and the Police and criminal evidence act 1984. It is
important that the public know about these bills as they may commit some crimes on the new acts
in which they could be prosecuted for. These bills are made from the government party in power.

Private bill

A private bill is usually proposed by an authority or large corporation which will only affect the
people who are involved in it.
