1988- Education reform act introduced marketization of schools

- Diversity and free will of choosing own school for child

- Introduction of parentocracy: education system must conform to wealth and wishes of
parents rather than the abilities and effort of students

- Neoliberalism and new right favour marketisation, as it means schools compete with
each other. Successes in exams attract more customers (parents)

Policies to promote marketisation:
- Ofsted reports
- League tables
- Open enrolment to recruit more pupils
- Introduction for tuition fees for higher education
- Opt out of government control (ie academies )
- Funding formula- allocated money dependant on how many pupils

David- argues that marketisation is good because it takes the power away from the teachers
and instead goes to the producers (teachers). This encourages diversity in schools and
gives parents choice and raises standards.

THE REPRODUCTION OF INEQUALITY- Critics

Ball and Whitty- Notes how marketisation policies such as exam league tables and funding
formula creates inequality betweens schools, therefore reproduces class inequalities


League tables - are they good?

Key word: cream-skimming
It can be argued that it is good that league tables are published as it ensures that schools
achieve good results to attract more customers. However the overall effect of this is to
produce unequal schools that reproduce social class inequalities.

Bartlett notes this encourages -

- Cream skimming : ‘Good’ schools that everyone wants to get in, can be more
selective with their choice of customers, accepting mainly middle class pupils that will
keep their exam records high
- Silt- shifting: ‘Good’ schools can avoid taking less able pupils who are more likely to
get poor results and damage their table position

For the schools with a poor league table position, can not afford to be selective and have to
take less able mainly working class pupils on board. Results are poorer so MC parents less
attracted .
